Resources for Staff
The following additional resources are provided for staff members
assisting faculty with housing programs.
Graduated Payment – Mortgage Origination Program (GP-MOP)
- The GP-MOP is a variation of the MOP which allows the campus to offer an
initial rate to the borrower that is below the standard MOP rate by a
specified amount (interest rate differential).
- The interest rate differential is reduced annually by a fixed percentage
until the standard MOP rate is reached.
- Cost Considerations
- Departments pay the cost of the rate differential.
- 19900 funds are not allowed as a funding source to pay the cost of
the rate differential.
- It is not possible to accurately predict the exact cost to the
department because the MOP interest rate will fluctuate during the
period of the rate reduction.
- Same eligibility requirements and qualifying criteria as the MOP.
- If faculty inquire about a GP-MOP, please contact your Divisional Dean’s
Office for additional guidance.
Supplemental Housing Loan Program (SHLP) – Down Payment Loans
- Campus has a limited amount of funding to assist faculty with first and
second trust deeds.
- Dean’s offices have been given a limited number of down payment loans to
include with faculty offers.
- UCSD’s program is intended to provide a supplement to the faculty
recruitment allowance (housing allowance).
- Loans may be up to any amount that, in combination with the recruitment
allowance, does not exceed $50,000.
Faculty Recruitment Allowance Program (FRAP) ―
updated May 12, 2008
- $58,000 campus limit (effective 10/1/07).
- Same eligibility requirements as the MOP.
- For payments made prior to hire date, new incoming faculty will be
required to sign a
Recruitment Allowance Recovery Agreement
- Prior to processing payment, a copy of the first page of the escrow
agreement should be faxed (858-534-2362) directly to Mary Baran in the Academic
Personnel Office. Her direct line is 858-822-3748.

If you wish to set up a schedule for
repayment of the FRAP if a faculty member leaves UCSD soon after their hire, you
may use the optional
UCOP Recruitment Allowance Repayment Agreement. You may
customize this template to your preferred repay
schedule. The
agreement must be signed by the Divisional Dean as well as the new faculty
member. If you choose to follow this
route, the agreement must be included with the Dean's Resource letter
provided to the faculty member upon offer of employment.

Exceptions
- Campus Level Exceptions requiring SVC Approval (Requires a written justification (via email) from the Dean to the SVC
Academic Affairs and routed through the Home Loan Program Coordinator)
- Standard MOP eligibility period for general campus faculty is two
(2) years. Extensions beyond two (2) years will be handled on a
case-by-case basis.
- Granting a 2nd MOP loan. This exception is only under unusual and
compelling circumstances.
- Granting a MOP loan to borrowers who have been a homeowner in the
past twelve (12) months within the campus commuting area.
- MOP Loans above $600,000 and up to $1,330,000.
- Campus Level Exceptions requiring Chancellor’s Approval (Requires a written justification (via email) from the Dean to the SVC
Academic Affairs and routed through the Home Loan Program Coordinator)
- Faculty Recruitment Allowances above $58,000 and up to $100,000.
